Construction & Facilities Procurement


The University of Maryland serves as one of two University System of Maryland Service Centers (the other is UMB) for management of capital construction projects; we provide these services  for the following USM Institutions: Bowie State University, Salisbury University, University of Maryland Eastern Shore (UMES), Frostburg State University, Center for Environmental Sciences (CES), The Universities at Shady Grove, Southern Maryland Higher Education Center, Maryland Fire and Rescue Institute (MFRI),and the University of Maryland Global Campus and Maryland Agricultural Experiment Stations.

The Construction & Facilities Procurement Unit supports the procurement needs of USM through soliciting competitive bids and proposals, and administering contracts for capital construction projects as well as facilities renovations and maintenance.  We support the UMD Department of Planning & Construction, which is responsible for overseeing the design and construction of capital  projects, on-site inspection of the work, tracking progress, monitoring the budgets, and processing monthly pay applications among other responsibilities.

 

If the procurement involves a modification to a building, the first step in initiating a procurement is to visit the Facilities Management (FM) website. A high-level view of the process to initiate a procurement is illustrated below. FM will determine whether or not a Project Manager will be assigned and FM will handle the procurement. If not, when the project is ready for solicitation, the department will generate a requisition in the Finance system that is routed to the P&BS Construction & Facilities Procurement (C&FP) unit. The requisition must include a thorough description of the scope of work and an estimated dollar value for the project.

Renovation Services

One of the responsibilities of the C&FP unit is procuring goods and/or services for requests for maintenance or renovations. A request should be made on the FM website/Request Services page:

Capital Construction Procurement

Capital Projects are improvements for new facilities or major renovations that cost $5 million or more. More information about capital project processes and timelines can be found on the FM website.  All capital construction projects are managed by the Department of Planning & Construction.



When a requisition is routed to CF&P the project is evaluated by the buying team in consultation with P&C based on funding, size, complexity, location and dollar value to determine the most appropriate procurement method.
